After completing education at the Nautical College in Rotterdam she joined the merchant navy as a mate in 1973.
After serving the merchant navy for 13 years and obtaining her master's certificate she joined in 1986 the Netherlands Shipping Inspectorate. First with the Nautical and Operational Section as a nautical surveyor and in 1987, as a policy advisor, with the Marine Environment and Cargo Division of the Directorate of Maritime Safety and Environment of DGSM.
Later, she joined the Division for Ship Technology, Cargo and Manning of the Directorate of Shipping Traffic.This gave her the opportunity to be promoted to the post of senior policy advisor.
The area of work contained mainly MARPOL 73/78 related matters with the emphasis on enforscement and MARPOL Annex II.Related subjects as the development of the EU Directive on PSC and the Directive on Shore Reception Facilities fell within her workingarea. For that purpose she was a member of the Netherlands delegation to the Paris MOU Port State Control Committee and the BLG Sub-Committee of IMO and attended several EU (expert and council) meetings.Meanwhile she was the head of the Netherlands delegation to the BLG Working Group on the Evaluation of Safety and Pollution Hazards of Chemicals (ESPH)
In 1998 she took the opportunity to obtain the position as Directorate-wide co-ordinator for IMO-matters on procedures and substance, so for Assembly, Council, all Committees and Sub-Committees, and to expand the wok on the revision of MARPOL Annex II which made hera focal point on that topic.
Within IMO she was elected as chairman of the BLG-Working Group on the Evaluation of Safety and Pollution Hazards of Chemicals (ESPH).
In addition to the IMO co-ordination she served as alternate for the Netherlands delegation to the IMO Assembly, Council, Maritime Safety Committee and the Marine Environment Protection Committee where she was responsible for the input and policy on several major agendaitems.For the Technical Co-operation Committee she served as representative for the Netherlands.
Meanwhile, she participated in several seminars and workshops concerning MARPOL 73/78 as a lecturer and gave several presentations on the revision of Annex II of MARPOL 73/78. After the entry into force of MARPOL Annex II, she was invited as speaker on this topic during several IMO Workshops.
In 2008 she decided to put more emphasis on sharing her experience/knowledge and established the consultancy under the name of MCTI (Maritime Consultancy and Technical Information, which are, not by coincidence,also her initials). Her aim is to put emphasis on the contribution to capacity building, amongst others,through technical co-operation.
